As soon as you change ownership of an expired domain you will lose the PR value. The value in buying high PR domains is for the traffic that is potentially still flowing through it which can potentially be redirected to other sites. The only way the PR will come back is if their are a lot of strong backlinks to the domain and the content is very similar to the original content.

buzz4me.com has PR0 now. It’s likely that some backlinks were removed. I have used Register Compass some time but found only one suitable site within about 5 month.

I believe if you purchase a PR domain, once the ownership changes hands Google drops the links and rank. If this is not the case I would like to understand more how it works but unless you get it from the owner before it expires all the PR is lost. Just my 2 cents.

you can buy aged domains not only on auctions it's also quite easy to get very good aged domains with many links, backlinks and traffic from the dropping domains you just need a good tool to quickly discovery – from appearing everyday thousands of dropping domains – the ones that has highest value and then try to catch them. in reponse to Mert Erkal post, you could have 2000 links to your site and it still would remain a low page rank if the links come from low value pages, I could have a page rank 3 – 5 site in 6 months with 100 good links
